Welcome!

We are glad to see your interest in the activities of the Knoxville Community School District, and we welcome you to our school board meetings. The primary purpose of our board meetings is to conduct business. An official meeting is the only means by which we, as a board can carry out our legal duties or exercise our legal powers. These meetings provide an opportunity for decision-making and offer an opportunity for the public and school district staff to establish a formal dialogue with us.

Why we are here

The Iowa constitution requires the Legislature to provide for the maintenance and support of a thorough and efficient system of free public schools. In response to this constitutional mandate, local school districts, governed by boards of education, have been established. The school board has complete and final control over local school matters within limits set by laws and regulations. Our board of education is a policy-making body whose decisions are carried out by district administrators. The board functions as a whole and its authority lies within the will of its majority. No board member has the power to act independently.

Members of the board of education are elected at large for four-year terms. They receive no pay for their services.

When we meet

Our board of education meetings are held at 5:30 p.m. on the second and fourth Monday of each month at the district office, 418 S Park Lane Drive, Knoxville, Iowa. Special meetings may be called to conduct business which cannot be deferred until the next regular session. Postings of these meetings are placed on the district website, www.knoxville.k12.ia.us and are sent to district staff and local media.

How our meetings are held

Formal action on all items under consideration by the board must be approved during open session. Formal action on agenda items demands that a quorum be present (at least three members). The president of the board is entitled to vote on all issues. With appropriate public notice, closed (or executive) sessions may be conducted to allow the board to consider matters listed in Iowa law. Confidential or personnel matters, negotiations strategy, current or imminent lawsuits, and some real estate purchases are among the items which may be discussed in closed sessions.

All regular and special meetings are open to the public. Prior to each meeting, a board agenda is delivered to each board member, all district staff and area mass media.

The board secretary records minutes of the board meetings. Minutes of the previous meetings are provided for each meeting, along with the current agenda. The minutes represent official actions taken by the board, but do not include verbatim transcripts of conversations and discussions from each meeting.

Presentations

To present a recommendation, request, or information, staff and community members must submit a request to: Cassi Pearson, KCSD Superintendent, 418 S Park Lane Dr, Knoxville, IA 50138 or Cassi.Pearson@kcsd.k12.ia.us. Requests should include name, address, phone number, organization represented, purpose of the presentation and pertinent background information. The request must reach the superintendent by noon on the previous Wednesday for the upcoming Monday board meeting.

Presenting at the meeting 

Please stand and speak your name, address and organization you are representing so that you may be seen and heard by the board members. Although the board encourages citizen presentations, it must also be understood that board members may or may not comment or take action immediately on requests. Inquiries are directed to the superintendent, who will investigate the matter and report as quickly as possible to the citizens and to the board. If action is called for, the matter will usually be placed on the agenda for the next regular school board meeting.

Steps for your questions about KCSD

If you have questions concerning KCSD, it is best to first speak to your child’s classroom teacher or the administrator who is closest to the situation. From there, necessary concerns can be brought to the superintendent. The school board would thereafter address any unresolved concerns.
